A month sits between a week and a year, but it is not a fixed number of weeks. That is why the fill buttons skip month. You can still compare one month with one week: a month lasts longer. Two weeks still last less than one month, because even February has 28 days.
Four weeks are 28 days. Some months have 30 or 31 days, so they are longer than four weeks. February has 28 days in a common year, which matches four weeks, and 29 days in a leap year.
